the 'salvation army'

a serious disturbance
took place yesterday morning at basingstoke
as the members of the 'salvation army' were parading the street

a number of roughs, led on by several young men of good social position,
charged the ranks of the army again and again; the mayor and the whole of the police force could not control the mob; in the afternoon the proceedings were even more riotous
a number of persons had their heads broken
and their limbs
fractured

The
feverish state
of the New York money market
is strikingly illustrated by the constant fluctuations
which take place in the rate of interest current there.
Once or twice of late these have been so extreme as to be hardly credible.
Last Friday, for example, the rate for call loans on miscellaneous securities was 6%, and on Saturday
the quotation was 2%. Making every allowance for the absence of actice business on Saturdays,
as well as for the peculiarities of American stocj speculation, these rapid movements
from one extreme to the other indicate an unhealthy market.
Where the disease lies we cannot quite say,
but there can be no doubt that the extreme speculation
which has been carried on for the last eighteen months
in every description of security and
the steady creation of new debt
by corporate bodies
have unsettled
the market.

General Grant
has long manifested
a wonderful affection for Mexico,
but his enemies say this affection is by no means disinterested.
After the American fashion he and his followers belong to the "forward school,"
and in paying so much attention to things Mexican they are held to be actuated vy very ordinary commercial instincts. When the General was President of the United States of North America,
some of his less scrupulous partisans conceived the idea of executing a splended
"land-grabbing" scheme at the expense of Mexico.
Successfully accomplished, the profits were sure,
it was thought, to be fabulous.
Can that scheme be once
more an active motive
force? General Grant
is going to make a
tour in Mexico.
Is he "prospecting"
for his friends?

THE
NEGOTIATIONS
WITH THE BOERS.
The Daily News, criticising the objection
said to be taken by the Boers to the British terms,
says the duty of a Royal Commission is rather to inquire and to report,
leaving the final decision in the hands of the Cabinet. If its powers are so restricted
and if the Boers had representatives of their own sitting upon it, they would rather weaken their case
than stranghthen it.
As to the question of garrisons,
"if it should turn out that by 'occupying'
the Transvaal it is meant that the garrisons of the several towns should be kept where they are
until the decisions of the Cabinet is made knwon, we do not see that the Boers could reasonably raise any objection. It seems clear the utmost the Boers could expect during the progress of an inquiry
into their grievances would be a consent on the part of the British Government to a return
to the
status quo ante bellum. Surely they may now confidently leave their case
in the hands of a Royal Commission on which, as there seems reason to believe,
their own nationality will at least be influentially represented, and to the justice
of a Cabinet of which Mr. Gladstone
is the head.
